David Mold appeared in the Upper Tribunal (Lands Chamber) in the appeal of Shorr & Ro v LB Camden [2024] UKUT 202 (LC) against the imposition of financial penalties in respect of a HMO. The case provides helpful guidance on the application of the totality principle to the imposition of financial penalties for multiple offences under the Housing Act 2004 and the treatment of joint owners where both have committed housing offences but only one was responsible for the letting and management of the HMO.
